科技创新成果展“全评价”分析框架评价体系的构建

摘要:

科技创新成果展评价体系作为了解成果展效果和影响的重要方法，不仅可以促进科技创新成果展的完善，扩大科技创新成果展的影响力和知名度，还能指导科技创新成果展向更高水平发展，增强科技创新实力。本文在总结前人形成的科技创新活动的评价体系基础之上，采用“全评价”的分析框架，从形式、内容、效用三个维度对科技创新成果展进行评估，运用德尔菲法和层次分析法来计算出指标权重，确立指标体系，并选择2020年首都科技创新成果展作为案例进行测评。经验证，“全评价”框架下的评价体系能够较为客观具体地对科技创新成果展进行评估和测量。

Abstract:

As an important way and method to understand the effect and influence of scientific and technological innovation achievements exhibition, the evaluation system of scientific and technological innovation achievements exhibition can not only guide the development of scientific and technological innovation achievements exhibition to a higher level, but also promote the improvement of scientific and technological innovation achievements exhibition, expand the influence and popularity of scientific and technological innovation achievements exhibition, and enhance the scientific and technological innovation strength. On the basis of summing up the previous evaluation system of scientific and technological innovation activities, this paper adopted the analytical framework of “All-around evaluation” to evaluate the scientific and technological innovation achievements exhibition from the perspectives of form, content and utility, and used Delphi method and analytic hierarchy process to calculate the weight of indicators and establish a complete indicator system. Then, The capital science and technology innovation achievement exhibition in 2020 was selected for evaluation to test the integrity and scientificity of the evaluation system. After verification, the evaluation system under the “All-around evaluation” framework can objectively and concretely evaluate and measure the science and technology innovation achievement exhibition.
